A boom operator are people who hold these long micro phone just above the actor that is speaking so on TV there voice is nice and clear.

Boom operators take care of take microphone placement, usually using a boom pole with a microphone attached to the end, their supposed to hold the microphone as close to the actors or action as possible without allowing the microphone or boom without interfering with the camera screen.
